Amber Bell

SVP, Greater Washington Market Manager | PNC Bank

Amber Kuchar Bell is a Senior Vice President and Greater Washington Market Manager for Community Development Banking at PNC Bank, where she leads efforts to advance inclusive economic growth by strengthening client engagement, driving market expansion, and building partnerships that increase access to capital in underserved communities.

She brings over 20 years of experience in community development finance, with deep expertise across the public, nonprofit, and private sectors. Prior to PNC, Amber held multiple senior leadership roles at Opportunity Finance Network (OFN), including Chief Strategy and Operations Officer, Chief Program Officer, and Interim Chief Investment Officer. In these roles, she led enterprise-wide strategic initiatives—including the Greenhouse Gas Reduction Fund and Innovation Initiative—and managed a portfolio exceeding $1 billion in assets to support the national CDFI industry.

Earlier in her career, Amber served at the U.S. Department of the Treasury’s CDFI Fund, where she helped design and implement the $1.25 billion CDFI Rapid Response Program and managed over $200 million annually in grants and loans to more than 300 organizations. She began her career in lending and underwriting roles at leading community development financial institutions.
Amber holds a Master of Public Policy from Duke University and a Bachelor of Science in International Development from UCLA.
